Branch cutters are a specially made tool for bonsai which allow you to cut larger branches with precision which allows for quicker healing with limited scarring. Branch cutters are also angled which makes them easier to use when cutting up against trunks. The branch cutters will leave a flush cut. It is important to have a set of branch cutters in your tool kit as you dont want to ruin your good scissors trying to cut branches that are to big. Scissors are only for fine pruning of leaves, buds and twigging.
To put it simply its the steel used. Japan has some of the best Carbon and Stainless steels in the world which are well known for having sharp edges that remain sharp for a long time. While Japanese tools are a little more expensive you will only buy them once ( unless you lose them ) as oppose to cheaper tools which will need replacing every couple of years.
Bonsai trees come in also different sizes which means some have smaller branching while others have large branching. Small branch cutters can get into the tight spaces of a small tree where as the larger sizes wouldn't fit, on the other end of the scale small branch cutters would be too small to cut branches on a large bonsai tree.
